The Government is once again presenting housing as a national priority. This time, it has introduced a package of measures approved with the urgency of a crisis: restrictions on evictions until December 31, 2030, extensions to rental contracts, rent freezes, and new rules for seasonal rentals, room rentals, and tourist accommodation.<\/p>\n
On paper, the message is clear: protect tenants and respond to a problem that is preventing thousands of people from accessing decent housing. There is no question that the situation is serious. The problem is how the Government intends to address it.<\/p>\n
When an issue of genuine importance is regulated through decrees negotiated until the last minute, announced in haste and sent to Congress for urgent approval, it is fair to ask whether this is serious public policy\u2014or a political survival tactic.<\/p>\n
Housing does not allow for improvisation. It affects families, property owners, small investors, tenants, developers, banks, homeowners\u2019 associations, and local councils. Changing the rules at breakneck speed, without solid parliamentary backing and without any certainty that the measures will remain in force, does not build confidence; it creates uncertainty.<\/p>\n
And uncertainty has consequences. If a property owner does not know whether they will be able to recover their home when they need it, whether they can adjust the rent in line with their costs, or whether a contract may effectively become indefinite, many will choose to take their property off the market. Others will demand stricter guarantees. Some will simply stop renting. The result may be the exact opposite of what is promised: less supply, greater difficulty finding a home, and higher prices for people looking to rent.<\/p>\n
It is difficult to understand how the same Government that presents these measures as essential can push them through without a broad political agreement to ensure they remain in place. If it believes that restricting evictions for years, extending rental contracts, or controlling rents is the right response, why approve these measures in such a rush, knowing they may not be ratified? Why not sit down, negotiate, and build a lasting, coherent housing policy backed by a sufficient majority?<\/p>\n
The impression is that the Government is not tackling the housing crisis so much as managing the day\u2019s headlines.<\/p>\n
A credible housing policy cannot be based solely on bans, freezes, or extensions. It must genuinely increase the supply of affordable housing; speed up permits and urban-planning processes; provide legal certainty for both landlords and tenants; make land available; facilitate the construction of public and subsidized housing; and offer effective support to those who truly need it.<\/p>\n
Protecting vulnerable people is a moral and political obligation. But turning that protection into a blanket, indefinite, or poorly designed rule can shift the entire burden onto private individuals who, in many cases, are not large funds or speculative operators, but families who rely on rental income to supplement their pensions or support their finances.<\/p>\n
The debate should not be about landlords versus tenants. It should be about how to make more homes available, provide greater security for everyone involved, and create opportunities for people who today cannot move out, rent, or buy a home.<\/p>\n
That is why it is reasonable to ask whether this hurried push is part of a housing strategy\u2014or an attempt to dominate the public agenda. At a time when the Government, the PSOE, and the president\u2019s inner circle are under intense political and judicial pressure, and other highly contentious issues are demanding public attention, these measures offer a way to reclaim more favorable ground: the defense of those struggling with the rental market.<\/p>\n
Housing deserves more than hastily drafted decrees, grand announcements, and measures whose future depends on last-minute negotiations. It deserves a serious, stable, and effective policy\u2014one that does not seek merely to win the news cycle for a week, but to ensure that five or ten years from now, more households have genuine access to a home.<\/p>\n","protected":false},"excerpt":{"rendered":"
